They just want to let you know about the problem and hope that you'll have the initiative to do something about it. A lot of people hate to be imposing, and just want a pleasant transaction with a vendor without having to demand compensation outright. Not saying that whatever happened to the product was your fault, but, in general, rationalizing the action to not compensate the customer by saying the customer didn't directly ask for compensation is bad business, IMO.
